Abstract: The wonderful thing about a small town is that you know everyone; the terrible thing is that they all know you. The wonderful thing about a national infrastructure is that you are closely connected to everything; the terrible thing is that it is all closely connected to you. At the national scale, what are the shared risks and, hence, the shared solutions? What sort of collective action is desirable? Are there tools and strategies we can borrow from other fields and do we have the time to invent?
